It took some fiddling, but it looks like it takes 53 pebbles to balance Mystic's scale!

First place is Delicious, who was 1 number away with 52!

Second place is Aranea, who was 3 numbers away with 50!

Origami_Dragon and SunBlind were both 6 numbers away with 47 and 59 respectively, so I'll give them each a Trait Amulet!
