Monthly Races again!

Ok, I'm am going to try and get myself back into doing monthly races instead of procrastinating, getting busy, and missing the entire month! I am going to try to organize a race at the beginning of each month, with the race happening on the first or second weekend of each month. If I forget, feel free to give me a poke XD

Also, with races happening monthly again I want to make sure everyone has a good chance of participating in the races. The following rules will be in effect:
- 3 spots will be reserved for those who did not have a Samanayr in last month's race(randomly decided)
- 7 remaining spots will be for all other applicants regardless (randomly decided)
